Removing entire 'else-if' block from rule doesn't put rule back into 'Draft' mode so can't be saved

Description

Create a rule with if-block & else-if. Publish it.

Then edit the rule and remove the else-if block. This doesn't put the rule into 'Draft' mode and the changes can't be saved.

Right now some other bogus edit is required to put the rule into draft mode.

Same applies to removing 'else'.
