Clear any un-processed items from the automation queue when rule is throttled

Description

This should also be the case for

  • Disabled

  • Deleted

  • Re-configured rules

  • Throttled

We should update the audit log with an 'Aborted' status (except for 'Throttled) for the first 3 cases.

Basically long running rules can have thousands of items in the queue. Once a rule is throttled or disabled, we should just remove all items for that rule from the queue.
