Bulk processing and 'notification type' actions without issues is confusing

Description

So currently in server we support processing issues in bulk. Also some of our actions (notification type actions like send e-mail, slack, etc) execute if there's no issues in the context, yet others don't (e.g. add comment).

This is confusing and could do with simplification. Perhaps triggers that can result in no issues (Scheduled, incoming webhook) need to include an option to allow users to decide on what to do when there's no issues (stop rule execution, or run the rule).

The bulk processing option is also confusing in a lot of contexts. Would be better if there was a "summary" or "final" action block at the end of a rule (and rule branch) perhaps that puts all associated items of a rule execution into context under

to allow bulk notifications.
